LABOUR-INT I
Project Description
The LABOUR-INT 1 Follow Up
This action will follow up on the three LABOUR-INT 1 pilot actions implemented in Belgium, Germany and Italy (Milan) and will be expanded according to the guidelines provided by the EGSM. The objectives of this action are to:
- take stock and further disseminate the results achieved under the LABOUR-INT 1 national pilot actions by bringing together as many as possible stakeholders involved in the labour market integration of asylum-seekers and refugees, especially those who did not take part in the previous pilot actions.
- raise awareness and possible sign a multi-stakeholder alliance inspired by the European Partnership for Integration signed by the European Commission and the Economic and Social Partners on 20 December 2017, at the local/regional/national level.

Skills & Migration
Businesses and trade unions have a joint interest for a stable and skilled workforce adapted to the needs of the companies, guaranteeing equality of opportunity and treatment between national and migrant workers. It is a widely recognised priority as the following documents show:
- European Commission Action Plan on the Integration of Third-Country Nationals, 7 June 2016
- Conclusions of the Council and the Representatives of the Governments of the Member States on the integration of third-country nationals legally residing in the EU – Council conclusions, 9 December 2016
- ILO Guiding principles on the access of refugees and other forcibly displaced persons to the labour market, July 2016
- Statement of the European Economic and Social Partners on the Refugee Crisis signed by ETUC, BUSINESSEUROPE, CEEP, UEAPME and EUROCHAMBRES, 16 March 2016
- Joint Guidelines Migration and Strengthening Anti-Discrimination in Local and Regional Governments signed by EPSU and CCRE-CERM, 17 September 2014 updated on 5 December 2016
Project partners agree that assessment of skills and skill matching is a significant layer of an effective integration strategy. The objective of the Expert Group on Skills and Migration (EGSM) is to increase capacities of all players within a multi-layered integration strategy to perform assessment of skills and skills matching, according to the specific conditions of asylum-seekers and refugees. The EGSM is composed by researches from FIERI (Forum Internazionale ed Europeo di Ricerche sull’Immigrazione), trade union specialists from ETUC, EUROCHAMBRES, CEEP, ITC-ILO, the European Training Foundation (ETF) and CEDEFOP. Concerned European Commission services and national experts will be invited by project partners according to the needs.
The objective is to set tools to profile skills of asylum-seekers and refugees along the entire integration chain which may include language learning, civic education, social assistance, VET, balance of competences, labour market active participation, having as an output a CV that is recognised by the local labour market and used for skill matching.
Capitalising on existing policy frameworks elaborated at international level the objective is to prepare a playing field for labour integration of migrants at European level: examples are the ETF’s-MISMES (an Inventory of Migrant Support Measures from an Employment and Skills perspective), CEDEFOP’s VNFIL (Validation of Non-Formal and Informal Learning), the European Qualifications Framework (EQF) and Europass.
Working tools for skills assessment, validation of skills and skills matching are made available to the UnionMigrantNet members and networks of all social partners for immediate use and dissemination.
The only EGSM working tool is the eport on the page dedicated to the phase 1 of the project.
