LABOUR-INT III

The LABOUR-INT III initiative endeavours to enhance employment opportunities for third-country nationals as an integral aspect of their integration process and their active participation in the society.

Project Description

Led by SGI Europe in cooperation with EU-level social and economic partners, local implementing partners and associated partners, LABOUR-INT III (2024-2027) will continue and expand the project legacy of promoting multi-stakeholder integration paths for migrants and refugees, supporting them in overcoming barriers to employment while strengthening local partnerships for more effective and inclusive integration practices.

Building on the outcomes and results of the previous editions of LABOUR-INT, the third edition will not only promote the further rolling out of the multi-stakeholder approach in Poland, Bulgaria, Slovenia and Italy (Puglia), but will also analyse the European landscape of national practices regarding:

• the performance of welcoming services;
• the effectiveness of skills matching practices;
• the provision of decent employment and working conditions.

 

The project will develop practical tools, such as guidelines, roadmaps, or other resources of a capacity-building framework for policy-makers, welcoming service providers, employers, trade unions and public employment services, to help overcome the challenges and obstacles identified.

Project Description

Short-term Impact

  • Providing tangible support to at least 800 migrants and refugees through orientation, language training and skills development courses
  • Building the capacity and network between local employers, public employment services, trade unions and other stakeholders

Long-term Impact

  • Strengthening local partnerships for faster, more effective and long-term integration
  • Raising awareness and contributing to a more inclusive and discrimination-free environment
  • Promoting social cohesion through communicating a positive message on migration

Expert Group on Migration

One of the main aims of LABOUR-INT III is to analyse the European arena and develop tools to promote effective inclusion and sustainable employment conditions for refugees and migrants. By reviving the Expert Group on Skills and Migration of LABOUR-INT II as the Expert Group on Migration, three sub-groups focus their work on producing key deliverables.

One of the main aims of LABOUR-INT III is to analyse the European arena and develop tools to promote effective inclusion and sustainable employment conditions for refugees and migrants. By reviving the Expert Group on Skills and Migration of LABOUR-INT II as the Expert Group on Migration, the three sub-groups will focus their work on:

  • The performance of welcoming services
  • The effectiveness of skills matching practices
  • The provision of decent employment and working conditions

Implementing partners in the focus countries as well as EU-level social and economic partners and international organizations are systematically consulted on the draft documents prepared by the external expert and their feedback is used to refine and adjust the tools. This co-construction approach ensures that the outputs are not only relevant at EU level but also anchored in local realities, increasing their effectiveness and usability in practice.

The developed tools will help policy-makers, social and economic partners and public services at national and local level to enhance their integration practices. By sharing the latest knowledge and experience from LABOUR-INT III, we aim to promote a more effective and sustainable integration of refugees and migrants in the European Union’s labour market.

The Pilot Actions

The national partners are implementing pilot actions tailored to the specific context of each country and focused on supporting third-country nationals in overcoming barriers to labour market integration. Among others, the actions include targeted language and digital skills courses, vocational training and career guidance, on-the-job learning opportunities, as well as awareness-raising campaigns for fair working conditions. These initiatives aim to provide concrete pathways into decent employment while also giving feedback on the common tools developed at the European level.
